Work is led personally by Adrian Lynham, a Chartered Town Planner with more than 30 years’ experience across the public and private sectors.

Continuplan advises operators, developers, landowners, local planning authorities and wider professional teams. Support can be provided for individual planning matters, major and complex projects or temporary requirements for additional specialist capacity.

Minerals and Waste Planning

Continuplan provides specialist advice across the minerals and waste planning system, from early site appraisal and planning strategy through applications, appeals and development-plan processes.

Services include minerals and waste planning applications, assessment of need and capacity, site promotion and allocation work, representations to emerging plans, examination work and advice on planning conditions. Continuplan also supports local planning authorities with the determination of complex minerals and waste proposals.

Environmental Impact Assessment and Planning Applications

Continuplan prepares, coordinates and manages planning applications, particularly for major or environmentally complex development.

Environmental Impact Assessment services include screening and scoping advice, coordination and preparation of Environmental Statements, review of technical information and preparation or review of Statements of Conformity. Continuplan can coordinate multidisciplinary inputs while retaining a clear focus on the planning case and the requirements of the decision-making process.

Planning Appeals, Expert Witness and Litigation Support

Adrian Lynham has extensive experience of planning appeals and public inquiries, acting for local planning authorities and private-sector clients in minerals, waste and related planning matters.

He also provides independent planning expert evidence in legal proceedings and specialist advice to solicitors, barristers and insurers. Work can include assessing the planning merits of a case, preparing expert reports and evidence, reviewing the evidence of other parties and assisting with planning conditions and agreements.

Local Authority and Interim Planning Support

Continuplan provides specialist support to local planning authorities requiring additional minerals and waste planning capacity.

This can include responsibility for individual applications or appeals, support with existing caseloads, consultation and committee reporting, development-plan work and temporary cover for gaps in specialist resources. Short- and medium-term support is also available to private-sector clients and professional teams.

Mineral Resource Assessments

Continuplan prepares Mineral Resource Assessments for housing and other non-mineral development where a proposal could sterilise safeguarded mineral resources.

A proportionate, staged approach is normally used, beginning with a desk-based assessment and site visit. This can establish whether the safeguarding issue can be resolved at an early stage or whether further investigation is justified.

Working with Trusted Specialists

Continuplan has established working relationships with trusted independent professionals providing complementary expertise. Depending on the project, this may include environmental permitting, engineering, ecology, hydrology, noise, air quality and landscape services.

Continuplan can help clients assemble and coordinate the wider project team. These specialists remain independently responsible for their work and are normally appointed by, and invoice, the client directly under their own terms and conditions.
