Adrian Lynham is an experienced professional planner with over 30 years’ experience of managing and contributing to complex and contentious projects involving minerals, waste and resource management, renewable energy and related environmental planning.
His experience spans both the public and private sectors and includes planning strategy, development management, Environmental Impact Assessment, planning appeals, expert-witness work and support for major multidisciplinary projects.
Adrian’s principal areas of experience include:
minerals and waste planning applications, policy and appeals;
planning expert witness services for public inquiries, examinations and legal proceedings;
Environmental Impact Assessment screening and scoping, and the preparation, coordination and review of Environmental Statements;
planning support for major, complex and contentious development proposals;
Mineral Resource Assessments and minerals safeguarding matters;
interim development management support for local planning authorities; and
renewable and low-carbon energy development.
He has given evidence at public inquiries and development plan examinations and has acted as a planning expert witness in legal disputes. His litigation experience includes providing specialist planning evidence in professional negligence and commercial disputes.
Adrian has spent more than 18 years working in private-sector planning consultancy, advising clients and managing major, complex and contentious planning projects. Before becoming Director of Continuplan in 2022, he was Head of Waste & Resource Management at WYG/Tetra Tech from 2007 to 2022.
His consultancy experience is complemented by 12 years working in local-authority and other public-sector planning roles involving planning policy, development management, monitoring and enforcement. His earlier career included positions with Surrey County Council, Hampshire County Council, West Sussex County Council, Oxfordshire County Council and the Environment Agency.
This combination of local-authority and consultancy experience gives Adrian a practical understanding of how complex proposals are prepared, assessed and determined from the perspectives of applicants, planning authorities and other interested parties.
